In May 1996, the state of Illinois passed the Livestock Management Facilities Act. This Act is administered by the Illinois Department of Agriculture and covers setback distances for livestock facilities, waste management plans, certified livestock manager program, land application of manure and construction standards. The Illinois Environmental Protection Agency has administered the Title 35 - Environmental Regulations, which in February 2003 were added to, with the passing at the federal level of the new Confined Animal Feeding Operation regulations and their requirements of National Pollutant Discharge Effluent System permits for large livestock producers.
